The Permanent Commission on Urban Planning, Urban Infrastructure Development and Housing and Communal Services carries out preliminary consideration and preparation of issues related to the jurisdiction of the City Council in the following areas:
- approval of the general plan of the city, including amendments to it;
- approval of the rules of land use and urban development;
- determining the procedure for the preparation and approval of local standards for urban planning design;
- approval of the rules of improvement of the city territory;
- naming elements of the street and road network, elements of the planning structure of the city, changing and canceling such names;
- determination of the order of inspection of buildings and structures;
- organization of environmental protection measures within the city boundaries;
- use, protection, protection, reproduction of urban forests, forests of specially protected natural territories located within the boundaries of the city;
- determining the procedure for organizing public transportation services within the boundaries of the municipality;
- organization of electricity, heat, gas, water supply to the population, sanitation, and fuel supply to the population within the boundaries of the municipality;
- determination of the procedure for regulating tariffs for goods and services of public utilities organizations;
- organization of funeral services and maintenance of burial sites;
- implementation of road activities in relation to local highways within the city boundaries, including the creation and maintenance of parking lots (parking spaces);
- determination of the procedure for the implementation of municipal control over the safety of local highways;
- creation, development and provision of protection of health-improving areas and resorts of local importance;
- implementation of municipal control in the field of use and protection of specially protected natural territories of local importance;
- participation in the organization of activities related to the accumulation (including separate accumulation), collection, transportation, processing, disposal, neutralization, and burial of municipal solid waste;
- implementation of measures to ensure the safety of people on water bodies, protection of their life and health;
- establishment of rules for the use of public water bodies;
The Permanent Commission considers other issues related to the jurisdiction of the City Council.
