The Permanent Commission on Regulations, Law and Order and Public Safety Issues carries out preliminary consideration and preparation of issues related to the jurisdiction of the City Council in the following areas::
- establishment of the status of a deputy of the City Council;
- early termination of powers of deputies of the City Council;
- formation, abolition of permanent commissions of the City Council, amendments to the composition of permanent commissions;
- Regulations of the City Council;
- prevention and elimination of emergency situations within the city boundaries;
- provision of primary fire safety measures in the city;
- organization of public order protection in the city;
- creation, maintenance and organization of the activities of emergency services and (or) rescue units in the city;
- organization and implementation of measures for mobilization training of municipal enterprises and institutions of the city;
- prevention of manifestations of terrorism and extremism, minimization and (or) elimination of consequences of manifestations of terrorism and extremism within the city borders;
- organization and implementation of measures for territorial defense and civil defense, protection of the population and the city territory from natural and man-made emergencies;
- providing support to citizens and their associations involved in the protection of public order;
- creation of conditions for the activity of national squads;
- adoption of the Charter of the municipality, making amendments and additions to it, monitoring its compliance;
- law-making initiative of citizens;
- municipal service;
- territorial public self-government;
- establishment of types of socially significant work;
- establishment of solemn and memorable dates of the city;
- establishment of titles and awards of the city, the order of their assignment;
- changing the boundaries of the municipality, transformation of the municipality;
- appointment and holding of local referendums and municipal elections;
- holding public hearings, public discussions, polls, meetings, conferences of citizens;
- determining the procedure for the participation of local self-government bodies in the establishment and work of the Council of Municipalities of the Republic of Tatarstan and other associations of municipalities;
- compliance with the rules of ethics by deputies of the City Council.
The Permanent Commission considers other issues related to the jurisdiction of the City Council.
